When you already have the contour lines link it up to your revit file and now you can create a topo from this. Particulary the vertices of the 3d polyline which will have the same xyz as per the survey points. It is a tedious task but this is where revit will extract the information necessary to plot the topo element. How I do it is I create a 3d polyline and draw lines connecting the points. Now revit cannot plot the topo element with just points in cad it needs the 3d polyline contour lines so if I the survey drawings doesn't have contour lines I have to do it manually. the z value determines the eleveation of these points. these are drawings that had points in it that have an xyz value. We take a surveryor's drawing which contains usually just survey points but sometimes also contour lines which is a 3d polyline elements.
